Deny users web access on RAS router

Hi all,

We have a VPN router running on Windows 2003 Server with RAS to access the
VPN server on the main office. On the VPN router, we want that services can
reach directly internet (Windows updates, antivirus, etc.), but we don’t want
that the users that logon on this machine (router VPN on the remote office)
can access and browse Internet sites.

We already try to create a GPO that create a dummy address proxy in the
Internet Explorer configuration, but the users can still access Internet,
because, apparently the RAS configuration overrides the IE connection
configuration.

How can we resolve this issue?

Thanks
