VPN can't access RAS

I keep getting the message "The VPN server may be unreachable,or
security parameters may not be configured properly".
Please help.

If you have firewall, open TCP Port 1723, and ensure that IP Protocol 47
(GRE) is not blocked between the client and the server.
Check if you can reach the VPN server by using ping.
There were some instances where the firmware on a router needed to be
updated to resolve this issues.

On the client I am using XP and on the server 2k3. The error number is 800.

You can try to use portqry 2.0 tool to see if your VPN server is available
from client and lisenting on PPTP/L2TP port.
