Vista taskbar turns green

I just purchased an HP Pavilion dv6000, with windows vista home premium
edition. Consistently thoughout my use of it, when I lower certain windows,
or when i have all my windows lowered, my taskbar turns green. Here's a link

normal behavior that I'm just completely ignorant of, or is it actually a
problem? Any help on how to fix this, if it needs fixing, would be greatly
appreciated. Thanks.

The vista taskbar is slightly transparent when you do not have a
maximized window.

This appears to be what you are seeing in that picture.

Don't feel bad, it is an unexpected and jarring experience going from
transparent to solid, i think they should have put a transition in
there.

I don't think the green shading is just the transparency showing through.
A minimized window that has activity or needs attention (i.e. waiting for
input, dialog box, etc...) will change color to alert you to the fact you
need to do something. I think this is what you are seeing.
