Yes, you can have multiple Finder (file browser) windows open. Sorry.
That is the only exception. You can't have multiple web browser instances,
or multiple Word instances. You can't even open multiple terminals.

Of course, you can open new *windows* in all of these, but they run in the
same instance. So a crash in your web browser closes all of your browser
windows. Multiple windows in the same instance is *not* the same as
multiple instances.

Hackers have already exploited this "feature" in Windows by making
multiple instances of a web browser open causes the PC to crash. Surely
Microsoft can make it so this is not exploitable?

They did. Vista doesn't crash. Vista handles it just fine.
