Vista: Applications cannot access internet

I just finished an upgrade install of Vista from XP.

I can use IE and Outlook on the internet just fine.
However, when I try to use anything else, they cannot connect. For example
Windows Live Messenger, FlashFXP, dont work.

Whats strange, is if I open a command prompt and try nslookup, all DNS
queries fail. But, again, IE can browse the internet just dandy.

When I use WIndows Live Messenger troubleshooting, it shows the network
troubleshooting failing at DNS and ports.

I have turned off the Vista firewall, and even disabled the service. Still
no go. Any ideas?

Actually not even Outlook would work, just IE.

Since it was an upgrade I figured maybe something missed with
incompatabilities and I uninstalled anything to do with networks. So I
uninstalled Cisco VPN software, NetLimiter software and a couple other things
and magically everything works.
