With Virtual PC Express could I install Vista 64-bit then install and run
Windows XP from within Vista to ensure backwards compatibility?

I have a full version of XP but would I need to also buy the full version of
Vista to use Virtual PC Express without needing to purchase another XP
license.

You need a license for each operating system you plan to run, whether it is
installed to a physical hard drive or in a virtual machine.

Yes, you would need a full version of Vista to be able to re-use the XP
license (by the EULA).
