From posts here Virtual PC 2007 WILL work on Vista Home Premium just
fine.

There is a subtle difference between a software package "working" on a
configuration and being supported or licensed to run on that platform.
Virtual PC 2007 is only supported on the following host operating platforms
Support for Windows Vista as a host operating system (from the latest VPC
2007 Release Notes)

Windows Vista Business
Windows Vista Enterprise
Windows Vista Ultimate
Windows Server® 2003, Standard Edition
Windows Server 2003, Standard x64 Edition
Windows® XP Professional
Windows XP Professional x64 Edition
Windows XP Tablet PC Edition

There is also then the question of what guest OS the original; poster is
planning on using. The Windows Vista Home Premium product is prohibited from
being run as a guest in a VM product under the terms of the End User License
Agreement (certainly the OEM - he will have to read his for details).
All other guest operating systems will have to be licensed accordingly too.

Yeah but it's not supported for licensing reasons - so if the OP runs into
critical problems using this approach that ain't too wise. Might be ok for
Linux etc - but I wouldn't use it as a mainstay.

Personally, with the exception of cost (VPC 2007 is free) I wouldn't give
VPC 2007 hard disk room, I would much prefer VMware workstation 6.0. VMware
is a better product and has more features, but it does cost around $200 or
so. You can't run any USB devices in VPC 2007, but you can in VMware. My HP
Printer has issues with Vista but by using VMware workstation I have been
able to use my printer successfully and also software that also isn't
completely compatible with Vista.

Unfortunately, though, even with VMware, unless you have Business, Ultimate,
etc versions of Vista you are going to come across the same licencing
problems as if you were to use VPC 2007.
