vgaoem.fon missing or corrupt

i have received this error and cannot start windows. i
have a set of the 6 floppy recovery disks, but have not
been able to find out how to use them to repair this
file. the instructions online refer to using the cd to
repair. anyone else have any suggestions? thanks
