Verizon DSL - Help!

I am having issues configuring OL2002 with Verizon DSL. I
cannot send or recieve emails. I am operating in Windows
XP, I have Macafee firewall and antivirus setup, and I am
using a Westell 2200 modem.

I have configured the setup correctly according to nearly
every help group/FAQ I can find, including the tech
supprot from Verizon and Dell. I have POP as
incoming.verizon.net and SMTP as outgoing.verizon.net,
password and usernames are correct, as well as
authentification, etc, etc. etc., checked off.

When I test the system or try to send a test email I keep
receiving time out messages from the server, both POP and
SMTP. I have tried increasing the server timeout time,
but this also does not work.

Any suggestions?
