Veritas Update Manager Won't Respond Shut Down

When I click to turn my computer off, a windows says that
sgtray.exe will not respond, and that program is part of
Veritas Update Manager. Is this a Windows XP issue or
not?

Uninstsall it if you don't want it. You'll find it in "add / remove programs", it is not needed. It does go away by itself eventually.
