Vendor Signed vs. WHQL Drivers

I would like someone to assist with a problem I am having with driver signing

We are developing products and would like to provide our customers with signed drivers to promote their authenticity and reliability. No problem there, as one would normally suggest WHQL testing and signing, however as the product microcode and drivers change reasonably regularly; this would add considerable cost to the products development

Would a Vendor signed driver remove the waring messages displayed by Windows XP regarding driver signing or do they only go away if the product is WHQL signed

Alternatively, are there organisations in Australia that offer WHQL testing and signing on behalf of MS WHQL labs
