vcmain.exe

I had dl a program and apparently it had some spyware on it. I have already
ran norton on my computer. Now when i startup my computer, there is a pop up
saying. "vcmain.exe failed to initialize. click to terminate"

Why am i getting this error, and how do i solve it?

I've reupdated windows. But doesnt work. Do i have to reinstall windows?

There are many programs with the name 'Norton' so I can't help you there.

Vcmain.exe is associated with the Surf Sidekick adware. Good luck getting it off your computer. Here's a good place to start, but keep in mind that adware can be very tough to remove:

My guess is that Norton removed some but not all of the malware. Try this:
Click Start, click Run, type msconfig and hit enter. Click the Startup tab.
On that window look to see if anything jumps out at you as being part of the
adware. You can google each of the entries in the "Startup Item" column to
see what they do. If you find one associated with the adware, clear its
check box on the Startup tab window.
