Various Problems with XP

I seem to have a few problems with my Computer at the present moment (running
on Windows XP Home Edition - Service Pack 1). One of them is Internet
Explorer related, and is the inability to view any sites which would open up
in a new window. For instance, clicking a link on one website, which makes
the requested site open in a seprate window doesn't actually happen. The
window it opens in simply freezes, and no matter how long I leave it to load
for, it simply doesn't un-freeze.

Now there's a possible problem as to what could be causing this; my
firewall. However, I've tested web browsing with and without Norton (Internet
Security 2004) enabled, and it has no effect whatsoever. So It's not a
firewall problem (as far as I'm aware of).

Also, there's a certain way to get around it - copying the shortcut and
pasting it in a pre-opened I.Explorer window. Whereas this works for most of
the pages that don't load, it does nothing for anything that is a javascript.

Another problem I have, is that I have an immovable virus located in
C:\WINDOWS\iexplore.exe which I've been told by a few technologically minded
friends of mine is not the program that runs my Internet. According to Norton
Antivirus, it's a Trojan Horse and Norton claims it is "Unable to repair this
file". After locating the file and trying to manually delete it, I'm told
that I need to end the process before deletion. So after opening the Task
Manager and ending the process, I still can't do anything with it.

This has led me to thinking that the only way around both of these problems
(as well as a CD Burner which hasn't worked for over 12 months) is to
reformat. However, I can't find my Windows CD because it came pre-installed
when I got it from Time (who I believe are now defunct?). So is there a way
around that? Or are there answers to both of my previous problems?

Go to Start/Run, and type: REGSVR32 URLMON.DLL Then open IE, Tools menu,
Options, Program Tab, and click the "Reset Web Settings" button.

To repair all system files, go to Start/Run, and type: SFC /SCANNOW
