usser name and pass?

I am able to type in the person ip address and it comes
up with a prompt for user name and password. were do you
set the user name and password on the other computer.

You have to have a user on the other computer capable of logging in
remotely.
Administrators of the computer are automatically included in this group.

For you it might be useful to use the built in Help and Support in XP.
Start -> Help and Support and search for user management and/or create users
and/or createe password.

You can also look at Control Panel -> User Accounts.
You can also right click on "My Computer" and choose "Manage" and look under
"Local Users and Groups".
 
If I understand your question correctly, you have to
right click on my computer and then choose manage. From
there you can create a new user account(expand local
users and groups). Also, I think you have to make that
account a member of the the remote desktop users group.
