using an Access-database on a computer without Access

Can I make a database in Access that can be used on a computer that doesn't
have Access on it?

No. There is a runtime version of Access that can be distributed free
with applications from the Developer's version of Access.
 
No. To run an Access database, the target computer needs Access, either the
full version or the runtime version, installed on the target computer.

You can distribute the Access run-time version royalty-free with your
database application if you have a licensed copy of of the Office
(Developer's Edition) which is known by various names depending on the
Access / Office version.
