Record-Locking remains open after closing

I have a database, it has been working fine for the last year but recently between 5PM & 6PM the database goes into: "Read-Only This database has been opened read-only. you can only change data in the linked tables: to make design changes, save a copy of the database". the only way to get the database working is by deleting the Microsoft Access Record-Locking Information file. what could be causing this.
