"Could not lock file" error

I have designed a database that has been in use for about 1 month. The
database file was placed on the server and a shortcut provided to all
machines. Last night my company changed over to a new server. Our IT guy
(who lives out of state) was supposed to have mapped the new shortcuts for
everyone...he didn't.

When I came in this morning I was able to find and open the database fine.
However, when anyone else tried to open the database this morning they
received an error that said "Could not lock file". I had the database open
at this time and went and closed mine down just to ensure that I didn't have
it open exclusive. With mine closed we were able to open the database on
another person's machine but they are only able to view it in "read-only"
mode.

I have looked in the folder where everything is saved and when someone has
the file open there is an additional file that is an "Access Record Locking
Information" file. When the database is closed, that file disappears and it
allows other people to open the database, but only in read-only. I, on the
other hand, have no problem or errors when I open the database, whether
someone else has it open or not.

Any suggestions? I have called our IT guy, but he's not answering or
returning phone calls. Do you guys think this is a network/server issue or
an Access issue?

Not mapping the drives isn't the only thing he did wrong.

All users of the database must have at least read, write, create, delete (or
modify) privileges to the folder holding the database file. Not just the
database .mdb file, but the entire folder.

I'm betting that he didn't set permissions on the new server to what they
were before. Probably not answering the phone as he's really, really busy
right about now with other calls! :)
