userinit.exe error - Ordinal Not Found

I got this error message when I tried to logon to windows 2000 (stand
alone):

Application popup: userinit.exe - Ordinal Not Found : The ordinal 175 could
not be located in the dynamic link library USERENV.dll.

What the heck is going on?

I'm running win2000 SP4.

You need a correct userenv.dll file (maybe it is missing?)
Try to find and download it on the web. Or just reapply the service
pack.

I cannot reapply the service pack, because the system doen't start
anymore...
And even if I can get a correct userenv.dll (that will not be a problem),
how can I copy it to the harddisk? I cannot use dos as the harddisk is
NTFS!.

Several causes for this one:
- If you have recently applied a service pack or hotfix that replaces
userenv.dll and haven't rebooted yet, then the file hasn't been replaced
yet.
-- Reboot your machine. --
- If you have recently applied a service pack or hotfix that replaces
userenv.dll and were running any kind of antivirus software, it may have
blocked the PendingFileRename operation
-- Apply the update again with the antivirus disabled and reboot

Indeed, SP4 was installed. After that, a hotfix was removed... then the
error occured.
As Windows does not start up completely, I cannot instaal sp4 again.
Even if I find a correct userenv.dll, I cannot copy it to the system. Disk
is NTFS and will not be seen in real dos...
So how can I copy it from a diskette to the harddisk?

Or put your HD in another PC that's running W2K or WXP ..

I received this message a few machines after pushing SP4
vis SMS2003 using the .SMS file supplied by Microsoft. I
can determine the root of problem, but when you see this
dialog you can salvage the OS, instead of having to
repair or reinstall. When at this dialog, press CTRL-ALT-
DEL, bring up task manager, file menu, new task and type
explorer.exe.
