Userenv.dll error message

I was in the process of updating W2000 to service pack 4. Was unsuccessful.
Used Add/Remove programs to uninstall. Got 3/4 of the way through, when I
rec'd the error message "The ordinal 175 could not be located in the dynamic
link library USERENV.DLL. Now I get the desktop without any of the icons or
task bar. Any help will be greatly appreciated.

What happens if you logon as a new user? (create a new account in 'Users and
Passwords').

Dave,

I can't get to the task bar or "Start", so I can't begin the process of
creating a new user account. Windows loads with the desktop theme without
application icons and task bar. Not sure where to go from here.

Task Manager|File|New Task|%systemroot%\system32\lusrmgr.msc

Thanks, that woked...desktop with icons back. I'll continue uninstalling
service pack 4 (using add/remove programs). Hopefully, all will go OK.
Installing service pack 4 is when all problems occurred. I may be back to
you. Thanks again!

Well, I was making great progress. One last service pack 4 file to remove. On
reboot, got the original error. "The ordinal 175 could not be located in the
dynamic | link library USERENV.DLL". Now I get the desktop again without any
of the icons or task bar.Trying to create a new user account following your
previous guidance didn't work this time. So close...any suggestions??
