userenv.dll error

Thank you for the response. Unfortunately, I am still having problems.

Before I read your respone, I attempted running the fast emergency repair
and now as soon as I log in the error I get is "userinit.exe - Ordinal Not
Found" "The ordinal175 could not be located in the dynamic link library
USERENV.dll" It still hangs at the blue background screen when I click OK.
I assume I should still try to replace the file, but how is this done?

You can replace it from recovery console. The userenv.dll resides in
system32. Typically you should replace userenv, winsrv and basesrv.dlls as
they all control the user environment process. If you have a service pack
uninstall directory those would be the last good files and should be tried
first, copy the files into dllcache and system32. If that doesnt work use
the expand command in recovery console and use the files from the CD:
