If someone is logged on as "user", can they still get a virus? We are
trying to limit the computer access to some of our newer people with
the hope that this will avoid them getting a virus.

If they can open attachments, yes.
 
Lets say they open an attachment that is an executable file that
contains a virus. How does that virus get installed if the person
using the computer does not have "install" rights? I am assuming that
a "user" does not have install rights.

a virus doesn't get "installed" in the general sense of programs.

Think about using an anti-virus program! Hackers don't need
permission to get you. :-)
