User Welcomescreen/ Fastswitching error? (msgina.dll related?)

A while back I installed this terrible program that ended up disabling the
welcome screen and fast switching in XP... upon uninstalling the program, I
still could not change my login/logoff settings. I keep getting this message.
I just want it to be back to normal.

I know it has something to do with msgina.dll but I am very scared to change
it and screw things up. Any help would be greatly appreciated. -Nathan
