User unable to change password

I have an issue that whenever a user hits the CTRL+ALT+DEL and clicks on the
change passord button, types in their new password they get an error saying
they are unable to change their password at this time. Is there a setting
somewhere in group policy that would allow them to change the password? Or is
there another place to make a change to allow them access to change their
password before the required time? Thanks.

Press CTRL+ALT+DELETE to open the Windows Security dialog box. Click Change
Password.
Click Backup to open the Forgotten Password Wizard. Click Next and then follow
the instructions as they appear on the screen.
