How to determine whether the user account has a login password in WindowsXP?

Can you be more specific? Are you looking to see if there is a local account
for that user? Or are you on a domain and you just want to know if a
particular domain user has authority to log on to that box?

I assume the OP wants to determine if a password is required to logon
for the account the application is running on.
