How to determine whether a local user has a password?

YXQ,

Do you know where a password is for. That is to keep it as much as possible
hidden.

There are a lot of passwords by the way. And when it is in a Lan than in a
good organisation every user has a password that consequently expires and
therefore he/she has it.

Just my thought,
