User accounts in windows XP

Hi all,

let s say i have a computer and an the Administrator i want to creat
accounts for other ursers of this computer, i want to limit them using
HDD Space e.g for user a 10GB and for user "B" 20 GB.

is there anyway i can do that and how ??
