User accounts behave very differently

I've set up a different user account for each member of my family so that
they can have their own desktop, etc. They all have admin rights. I've
begun having problems since I installed SBC DSL. When I installed it
originally, I did it under my account. Everything works great when I'm
logged in. However, whenever someone else logs in, there's problems.

The first problem is that the internet connection drops every 30 seconds,
then comes back. This wouldn't be a big deal, except it interferes with mail
transfer and downloading large files, like video. I get a bubble that says
"limited or no connectivity". I've tried the MS hotfix for this, and the
winsockxp fix, and changed my registry for KeepRASConnections for multiple
users, but nothing seems to work. Since everything works great when I'm
logged in, that rules out a hardware or cable problem, and also rules out
firewall problems since we obviously run the same firewall software. I've
checked every option for the internet that I can find in IE, and everything
matches. Any ideas?

The second problem is related to email. We use Outlook, and when I log in
to my desktop, the Outlook shortcut takes me to my email account, when my
wife logs in it goes to her email account, etc. Again, everything works
great for me, but for my wife, she keeps getting the same emails over and
over again. They don't seem to be getting deleted from the server, so
everytime she opens Outlook she gets the old messages and the new. I made
sure the the box 'leave messages on server' was not checked, and again
checked the configuration to make sure it matched mine, but can't find
anything. Any ideas for that?

you mentioned it being on the same computer, therefore it couldn't be a
firewall problem.

I have recently began using a special instant messaging program.
When using it on my account for the first time, my Norton internet security
Firewall popped up and asked if I wawnted the aplication to have internet
access. (as it was from a trustworthy source I aggreed)

When then running the software in a different account, one which was also a
admin. account. It wouldn't let me connect to the internet. (everything else
worked). I found out that although it was a admin account, my firewall had
seperate accounts that run alongside with the XP accounts (all with same
names etc.) WITH NORTON INTERNET SECURITY:- you can only have ONE
administrator. The rest are set to adult, by default. Therefore the xp
accounts may be admin, but not neccasrally (sorry my typing is rubbish) have
admin priveledges with your firewall.

If you are using Norton internet security, then you should be able to go in
(which an adult account) go into the firewall, select programs and then
manually configure the internet access for each program.

I know it's a long shot, but realise that it can be a pain in the arse.

Hope it worked, I would be greatfull if you could reply and tell me how it
went,

Thanks for the tip, but I use McAfee anit-virus & firewall. But that wasn't
the problem either.

MS support actually gave me a good tip. They recommended going to msconfig
and startup, and un-checking everything except the MS products. So only
microsoft products automatically start. Then check each other item one by
one and restart each time and see which one causes the problem. It turns out
that this particular problem was caused by a program that was monitoring the
status of my dsl modem. I don't know why it was causing the problem, but the
program is apparently not needed because I turned it off and have been
running the computer a few days without any trouble, and both my wife and I
have been able to browse and download email without a problem.

I was also able to find out which programs kept springing up whenever I
logged on and disabled those, so now my start up is much cleaner.

Thanks for taking the time though. Even though that wasn't the problem, I
appreciate the help.

Like most of us on here answering questions, I've just got too much free
time on my hands, (should be dong coursework)
