Use of Outlined Numbering in a Combination of Headers and Document

I have been attemting use Outlined Numbering (formatted in "Styles and
Formatting") for operating procedures where the first level numbering would
appears in the document's header (let say the procedures are called Process
1, Process 2, Process 3, etc.). Each process is contained in a new section
(with the headers/footers being defined as not the "Same as Previous"), so as
the new sections are created, the Process number increases.

The body of the text contains the steps for each process. The idea is to
have the steps to the procedures look like "Step 1.1, Step 1.2... " and then
have them change for the next procedure (which is a new section).
Unfortunately the Step number does not increment (for Process 2, the steps
are Step 1.1, Step 1.2... instead of Step 2.1, Step 2.2...). I have selected
"Restart Numbering" Button in the "Customize Outline Numbered List" window.

I know the feature works when the Process is moved from the header to the
document body itself (it restarts properly).

Does anyone know if I am missing something or whether this is just not
possible in Word?

You need to set up your outline numbering as described in
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html. An easy way
to pick up the first-level heading is with a StyleRef field. This allows you
to keep headers linked ("Same as Previous") since the field updates
automatically when a new Heading 1 (or whatever your top-level style is)
appears.

I may have not properly described what I was trying to do as I had the same
thing happen. I believe that the problem is that I am trying to include the
outline numbering's first level in a "Header" (as in Header/Footer) with the
remainder of the styles in the body of the document itself. In other words,
my "Heading 1" is actually located in a "Header" and not inside of the
document body itself.

I know that if I follow the instructions, I can get the Outline NUmbering to
work if ALL of the text and headings are in the main body of the document
itself (i.e. Heading 1 is not in the Header/Footer view area)

I hope I have described this scenario better this time.

As I was trying to imply, the header is not the proper place for a heading,
especially a numbered one. Headers are designed to repeat on every page and
are therefore in a different layer from the document text.
