usb problem

i cannot plug in any usb device on my computer when is allready on because it says the drive exmple\f:is not accesible,incorrect function,so if i restart the pc then it will recognize the device,but some devices like the portable hard disk needs to be plug in after is on so i cannot use it,what can i do please reply and help me thx
 
If your using win2k or XP right click on My Computer click manage. Plug in
your usb device. Click disk management. Right click on the device and change
the drive letter it uses. That should stop any conflict with your devices.
