The ATX power supply has a filter, an "Input Filter".

You can see it in the upper left hand corner of this power supply diagram.

C2 and C3 place leakage current on the third pin of the computer
power cord. If you don't have a Safety Ground, there is no place
for that current to go. That is described a bit, here.

If you do manage to convince the landlord to rewire at least one
wall socket, connect a power strip to it, and connect your computer
and audio equipment receiving a signal from the computer, all on
the same power strip. That should stop the humming.
