USB Memory Stick: Problem with driver and recognition

When I plugin an USB memory stick into one of the desktop USB ports the driver is installed as expected.
But, after the required reboot no USB drive is visible.

Lookin g into Settings->ControlPanel->System->Hardware->DeviceManager->USB
Shows the following statement:

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

What's wrong?

Are there any USB memory testing tools ?

I would look at the memory stick manufacturer's web
site . . .
