I tried to contact many sources, but I can't
figure out for the life of me why my new Belkin
USB 2.0 hub works fine under linux, but in
windows xp (and 2000 for that matter) I get a
Code 10 - This device cannot start. I've tried
uninstalling the Root Hub and re-installing, and
yet I still get the exact same error.

Since I know it works on linux, it can't be a
hardware problem... but this device was designed
to work in windows.. why shouldn't it?

Not sure if this will help but I just installed a USB2 hub on my windows
XP machine. Everything seemed OK, it showed up in device manager with no
conflicts etc., but when I connected something to it - nothing. I
eventually went to the manufacturer's website and downloaded the latest
driver, now it works fine. Hope the same may work for you.

I have the same problem Chris does. I also have a Belkin 4-port USB2.0 Hub.
I have WinXP SP2 on a new eMachines computer. I plug my hub in, and the
computer recognizes it as "unknown device" under the USB controllers section
of the Device Manager, says it is working properly, and needs no drivers
installed. Belkin does not have drivers available for most of its USB hubs,
claiming none are needed because Windows has native support for them. I've
also been scouring the web for generic hub drivers but no luck. I'd be keen
to hear if anyone else with a similar problem has found a solution. Also no,
my email address is not fake, it just looks like it.

I've also had luck on switching to another USB port on the computer. Plug
it into another port, and it might recognize it. Also, is it a powered hub?
Is it plugged in? sounds silly, but ya never know?

<snip>

It's a dual-power hub - it has the option to receive power from the USB bus,
or it has the option to plug in and be self-powered, but no luck in either
mode. I've just uninstalled Windows XP SP2 and it works fine now. I'm going
to try carefully reinstalling SP2 and see if I can get it to work. I'll post
a reply when I've gotten more information.

Okay, I've just uninstalled SP2, then carefully reinstalled it without any
antivirus or other applications running, and everything works fine now.
Thanks!

Okay, update: It works, but even though it's a high-speed hub plugged into a
high-speed port, devices plugged into the hub aren't able to function at high
speed. Can't figure out why, but at least the hub is still recognized
properly.

how about the cable?
is it usb 2.0 also?

In truth I don't really know, but as it's the cable that came with the
high-speed hub, I would very much hope so.
