usb hub problem

ok i'm having a problem with my usb hub. it's a 4-port with both the
Bus power and Self power options. it works fine on Bus but it doesn't
work on Self. i'm even using the power adapter that came with the hub.
can someone please tell me what might be wrong? also i believe it is a
usb 2.0 hub and it is plugged into a usb 1.1 on the back of my laptop.
i'm wondering if my usb 2.0 devices (ipod, external hdd) will work if
the hub is set up that way. some help would be greatly appreciated.
thanks.

USB 1.1 isn't forward compatible with USB 2. USB 2 is backwards compatible
with USB 1. So even when it works you are only getting USB 1.1 from it and
maybe less powerful USB ports because you are borrowing then dividing by 4.
