USB Hub Device Cannot Start

I have a Belkin USB 2.0 4-port mini hub. This device has been working with
no problem until my PC locked and had to be rebooted. At the time the PC
froze, I had a PNY Attache USB 2.0 thumb drive in one of the hub's ports.
After the reboot, the
device has a yellow ! next to it, and the device status is "This device
cannot start. (Code 10)"

Here's what I've tried so far:

Unplugging the USB hub and plugging it back in.

Disabling and re-enabling the device.

Uninstalling the device, unplugging it, and plugging it back in.

Uninstalling the device, unplugging it, rebooting the machine, and plugging
the hub back in.

Uninstalling everything under Universal Serial Bus Controllers, rebooting,
and plugging the device in.

In all of the above attempts, the device is found, recognized, and the same
error occurs.

I've checked the device, it's power source, and cables. They are all fine,
and everything is plugged in and seated snugly.

This is the only USB device I have on this machine.

I have had this very same problem on other machines running Windows XP, with
other USB hubs, as well as with USB thumb drives. My resolution has been to
buy a new hub or thumb drive. The new device works just fine, until the PC
crashes. It's rather ridiculous that I have to buy a new USB device every
month. Besides, the store has only so many different USB hubs, and I'm
running out.

Is SP1 installed for USB2 Mike?

You dont state whether SP1 is installed or not.

If it isnt install it then delete that entry where it says
code 10. Then reboot.
