USB Camera not detected until ...

.... it is unplugged and reconnected.

This is an Intel CS431 which works just fine once it has been detected. It
is just an annoyance that it does not work without some assistance.

In Device Manager, once detected it appears under Imaging Devices and also
under Universal Serial Bus Controllers.

I have tried uninstalling, dowloading and installing the latest drivers but
it is still the same story.

This is on a Dell tower system with USB keboard and mouse in the rear
sockets while the camera is in one of the two front sockets.

Does anyone have any suggestions?

Tried it in the rear sockets?
Tried using a powered USB hub?

No, because they are both occupied.

Tried using a powered USB hub? No, I don't have one.

What I do have, that seems strange to me, is 5 Universal Host Controllers
and 5 Root Hubs. There are only 4 USB ports (2 front & 2 rear).
Also, isn't it odd that the camera appears in two locations in Device
Manager? I have another WinXP PC with a USB webcam and that only appears
under Imaging Devices and is automatically detected at startup.
