usb and windows xp

I upgraded a computer I have from windows 98 to xp. I did
a clean install. Everything works except my usb 1 devices.
The device manager says the usb hub is working correctly.
But when I hot plug in my printer or scanner it doesn't
see them. When I tried installing the scanner software it
went well except when it said to plug in the scanner. It
couldn't detect it. All hardware is about a year old. Any
suggestions?

Open the device manager and delete ALL the USB devices, hubs
and ports. Unplug all the USB devices (printers, scanners,
etc,) and then reboot
Reinstall each device one at a time following the proper
procedures, software first, before plugging the device in.

Also, be sure you have applied SP1.
