USB 2.0 not working

I have a PC using WindowsXP SP2 and no matter what I plug into my USB2.0
card, it says I have no HI-speed ports and would run faster using 2.0. Card
is definitely 2.0 and had worked fine in past until hard drive crashed and
had to do fresh install on new hard drive. I do not have an enhanced EHCI
host controller listed in device manager.Could not find a fix in Knowledge
base and hope someone has an answer for me.
