Short answer: upload and download something, and measure it.
First, note that upload speed and download speed are not constants,
but vary with the traffic load on the two end nodes and on every
node and link between those nodes. The best speeds are generally
obtained by testing speeds late at night, and by testing speeds
between your PC and your next nearest neighbor (commonly, that's
your ISP's servers). So, create a file that is large enough for
you to measure transfer time with a watch/clock, then upload it
to your ISP server, then download it back. Real speed = file size
divided by transfer time.
Why do I suggest using a watch and a calculator? Because some
software report speeds wrong, and some report in b/s instead of
B/s, which can confuse you.
