Upgrading continually reboots...

Alright, I have to upgrade to XP Pro for my new job, and I started the
process several hours ago. The process went along fine until "Preparing
Installation...", where it got almost finished, then rebooted. Now every time
the system starts you see the XP Pro logo, then it shows a setup window
saying that the system is going to restart, which it does. I cannot get into
Windows even in safe mode to backup files, so I cannot do a format and
reinstall. How the heck can I simply get access to my filesystem to backup
specific directories so I can wipe the drive and start from scratch??
