upgrade from 98SE language error

I am attempting to upgrade from 98SE (4.10.2222A) to XP Pro and have upgrade
kit which says on box it is possible!!
When you run disk you get error message "The language of this installation
of Windows differs from the one you are installing. The option to upgrade
will not be available".
From the Windows knowledge base I gather that the language supports have
changed over different editions of Windows and that in some cases it is
possible to get around this by editing the register.
Is there some way I can uprade the language on 98SE to be compatible with XP?
I have loaded all available patches for 98SE
Any help to max_torque(remove blok spam)@hotmail.com

How do I determine the language 'version'?
I have examined the knowledgebase (292246) and am none the wiser!!
my pc with 98 on it has 'english australian'
I have looked up the register and in my pc with 98 'English Australian' is
code 00000c09 is ansi code 1252 and file data cp_1252.nls
in my laptop running xp here in Australia my 'English Australian' is ansi
code 1252 type reg_sz file c_1252.nls

OK, you have English Australian 98SE. What is the language version of the
XP Upgrade package? There is a label on the top flap (certificate of
authenticity) that identifies "For distribution in ..." (last line on the
label) and will say the region (mine says US/Canada).
