unsent messages

My mail will not "send". I keep getting error message that reads...

The connection to the server has failed. Subject 'Re: ', Account:
'pop.charter.net', Server: 'smtp.charter.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I am receiving mail but it won't send out my replies or my new messages I
compose to send. If I go on my internet provider's website and send mail
from there, it works. But if I try to send email using Windows Mail (in
Windows Vista) I keep getting this error message.

Any suggestions?

Is your Internet connection hardwired or wireless? If the latter,
there is a possibility you may have inadvertently connected to a
neighbor's wireless network.

The other possibility is interference from a non-compatible
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

Email scanning in any antivirus must be disabled, for reasons
explained here:

Thank you for the information. Shortly ago, I performed a "system restore"
from a previous date when I was not experiencing any email problems and it
seems all is well now.
