Unidentified problem with Windows Firewall settings

I am using XP with SP2.
When trying to alter / check my firewall settings I get the message "Due to
an unidentified problem, Windows cannot display Windows Firewall settings",
and does not let me continue.

Every now and again the system restarts itself which is very frustrating.
How can I fix this?
