Windows Firewall Broken

If I try to change the Firewall settings, I get the following error :

Due to an unidentified problem, Windows cannot display Windows Firewall
settings.

I am using Windows Live Onecare.

Windows Live OneCare has its own firewall and disables the built-in XP
Firewall. If you are going to use OneCare, configure its firewall from
within the program.

So I can assume this error message is normal if I am using Windows Live
