Unavailable - device missing but modem is ok

Dear all,

I got a USRobotics 56K External modem on a fresh installed Windows XP Pro
SP1. Default XP modem drivers installed successfully, diagnostics and device
manager show no problems at all. But when I setup a new dialup Internet
connection or fax console, I got "unavailabe - device missing" error.
The modem works fine when I boot up my machine with Win98se. Even I
installed a new Dlink Internal modem still the same.

This modem works ok with WinXP before. Just happened after I freshly install
WinXP again.

Any idea what is it about?? How to solve it?
 
This modem is supported by WinXP and no need to download and install the
driver manually.

It is very strange because it works fine before (also WinXP). Only happened
just after I freshly install WinXP again.
 
Is there anybody have the solution, please help. I really don't want to
reinstall XP again.

I think it may caused by one of the hotfix.
