unable to use Windows Mail

I have been unable to use Windows Mail. I cannot send or receive e-mails. I
have a new laptop that came with Windows Vista but have tried everything to
get the Windows Mail to work. I always get an error message. Help
 
And that mysterious error message says...?

Who is your mail provider? They will typically have a web page explaining
how to set up your email. We can help you with that, if necessary.
