Unable to start Help and Support Centre

Hello, Can someone help me please. I ran a diagnostic tool and by mistake
deleted a file which runs the Microsoft XP Help and Support Centre. When I
click on the icon nothing happens.

I checked the registry file and the directory
C:\windows\pchealth\helpctr\binaries and all the files are their.

Can someone help me to reinstall Help and Support Centre?
