LOSS OF HELP AND SUPPORT CENTRE ON START MENU

I SEEM TO HAVE LOST MY HELP AND SUPPORT CENTRE!WHEN I CLICK ON THE START MENU
I GET A MESSAGE SAYING "CANNOT FIND "helpctr.exe" AND TO SEARCH FOR IT.I HAVE
AND CANNOT FIND IT ANYWHERE!! I HAVE TRIED RESTORE TO NO AVAIL.CAN SOMEONE
HELP ME?

Ruby, go to C:\Windows\pchealth\helpctr\binaries Double click on
HelpCtr.exe. If it works you can rt click on it and
select Send to Desktop as Shortcut.
