Help and Support malfunction

When I click on Help and Support, I get an error message: "Windows can not
find helpctr.exe. ..." All I can do is click OK on this message and then I
am back where I started.
However, I can find the helpctr.exe program at 3 different places if use the
Search function. Also, Help and Support is shown active in Services.
