TOOLS menu missing from Help & Support Centre

The instructions in HELP for opening Remote Assistance say to clic
TOOLS in
Help & Support Centre. There is NO TOOLS menu in HELP of my WinX
Professional. How to fix

It should be a menu item under the "Pick a task" section on the main window after you start Help and Support.
