Unable to Set Permissions for Secure Subweb

I tried posting this the other day but I dont see it anywhere. I am trying
to create a secure subweb for group members only. I have created a page in a
folder and made the folder a subweb site and uploaded it to my server which
supports FP SE. So far so good. I open the website using FP then click on
tools then server then Administration home and then nothing else happens.
Nothing opens, nada, nothing at all. I have also tried opening the main
website and not the subweb and the exact same nothing happens. I have also
tried Change Password and Permissions and get the same non-response. I f I
try to navigate to the subweb page directly I get the following error
message: "Forbidden You don't have permission to access /Members_only/ on
this server. Additionally, a 404 Not Found error was encountered while
trying to use an ErrorDocument to handle the request.

Contact your online host and ask them if they support Subwebs w/ Unique permissions
- and to tell you how to set the permissions (or have them do it for you)

According to the Control Panel they (Acorn Host) do support subwebs with
unique permissions. When I go to use the CP to set those permissions it
tells me that since I am using FPSE I should use FP to set the permissions,
otherwise it will change the FPSE. Why doesnt FP behave like the Help menu,
and other postings I have read, says it should?

I have one site that uses fpse and uses a subweb. I cannot do this directly
through fp. When I sign on to the server, it uses a Parallels control panel
which requires me to go through that to set subwebs and permissions. There
are some basic instructions at the bottom of this page

Your host may us something like this.
